Job Summary

This position is covered by the CUPE Local 2150 Collective Agreement. As a condition of employment, the successful candidate must consent to a driver’s record search and a Criminal Records Background Check (CPIC).

Responsibilities and Duties

  • Provide secretarial support to the Township Clerk including typing, file maintenance with the TOMRMS system, place and track office equipment repair orders, provide office equipment readings to suppliers.
  • Preparation of Council and Committee meeting agendas and minutes, including coordination of iCompass Meeting Manager system under the direction of the Township Clerk.
  • Preparation of Closed Session agendas and minutes, requiring strict confidentiality.
  • Deputy Division Registrar for Vital Statistics registration. Register births, deaths, issue burial permits and forward appropriate documentation to Registrar’s Office and other municipalities, if applicable.
  • Commissioner of Oaths.
  • Provide updates to the Loyalist Township Website for the Township Clerk’s Department and responding to enquiries through general e-mail mailbox.
  • Responsible for ongoing maintenance of the following:

(a) Township policy manual and circulation of updates to members of Council and staff;

(b) Township By-law Index and providing information to the public;

(c) Vault records including minutes, by-laws, agreements and

deeds.

  • Act as coordinator for all information related to:

(a) General Assistance Grants – receive applications for Budget approval and prepare disbursal letters for Director of Finance;

(b) Ameriks Scholarship Fund – receive applications for Council approval and confirmation and prepare disbursal letters for Township Clerk.

  • Provincial Offences Officer to process parking tickets including issuance of Notice of Impending Conviction (NIC), accessing MTO software to identify licence plates, tracking NIC’s, prepare Certificate Requesting Conviction to forward to Court, prepare monthly Ministry of Transportation (MTO) ticketing reports and yearly MTO reports.
  • Assistant Lottery Licensing Officer, review applications, issue licences, receive final reports and prepare quarterly reports to the Alcohol and Gaming Commission of Ontario.
  • Review application forms related to animals killed by predators under the Livestock, Poultry and Honey Bee Act. Check values, process Ministry application rebate forms monthly and prepare cheque requests for Livestock Valuers and approved claims.
  • Act as a backup to Admin. Assistant–Reception for relief purposes. Operate multi-line, voicemail phone system including programming and preparing automated voice messages. Responsible for receiving, redirecting and answering general enquiries, as required, on the phone and at the reception desk.
  • Act as Election Assistant, as required.
  • Provide information to the public, as required.
  • Prepare purchase orders as authorized under the Procurement By-law for a specific level of purchasing.

Qualifications and Skills

  • Minimum Grade 12 education and a two-year Post-Secondary education related to office administration or other related studies.
  • Completion of, or willingness to complete, the Municipal Administration Program (MAP) within three (3) years from date of hire.
  • Good knowledge of office procedures and practices, excellent typing skills and good working knowledge of the following software: Microsoft Office Suite, FoxPro, FilePro and Access. Ability and willingness to adapt to new technology.
  • Prior experience preparing meeting agendas and minutes.
  • Minimum three years relevant working experience in a municipal environment.
  • Discretion in handling confidential materials.
  • Ability to work independently in a team setting.
  • Ability to organize and prioritize work to meet deadlines, with a high degree of accuracy and attention to detail.
  • Proven ability to communicate effectively (orally and in writing) with a wide variety of individuals in a courteous and competent manner.
  • Experience and knowledge of the TOMRMS filing system, and the iCompass Meeting Manager system would be an asset.
