Position: Labour Relations Analyst
Regular Full Time (1.0 FTE)
Program: Human Resources
Location: Royal Ottawa Mental Health Centre
Reporting to the Corporate Manager, Labour Relations & Conflict Resolution, the Labour Relations Analyst provides support to the Labour Relations group. The incumbent provides research services and makes recommendations to Labour Relations related to collective bargaining, grievance arbitration, human rights, accommodation, disability management, Labour Relations Board, interest arbitration, employment standards and other related dispute settlement forums.
  • Maintain an effective and updated tracking system at a corporate level for the grievances and arbitration processes
  • Follow through with arbitration referrals, cancellations and settlements on a timely basis and interact with legal counsel, arbitrators’ offices to ensure timely responses and deadlines are met
  • Schedule and coordinate meetings
  • Develop and maintain working relationships with Union Representatives, Directors, Managers, Labour Relations Officers, Legal Counsel and key internal and external contacts
  • Works closely with the Labour Relations officers to ensure effective delivery of Labour Relations functions to the organization
  • Share and provide information with Legal counsel in regards to labour issues
  • Provide information to Finance Department regarding cost estimates of issues proceeding to grievance/arbitration stages
  • Gather information related to various facets of the labour relations function
  • Take and produce minutes of negotiations and other labour related consultation meetings
  • Respond to general enquiries related to statistics and labour relations issues
  • Work with the Labour Relations Officer to compile, collate and draft from negotiated agreed to items, memoranda of settlement and provincial information applicable renewals of collective agreements
  • Track and maintain statistics relevant to Labour Relations
  • Post electronically and distribute copies of collective agreement
  • Performs necessary tasks inherent to effective labour/employee/management relations
  • Work in a manner that is in compliance with staff and patient/client safety practices, policies and procedures of The Royal.
  • Ensure a work environment that is conducive to The Royal Respectful Workplace policy.

Position Requirements
  • Bachelor’s degree in Human Resources or equivalent education and experience
  • CHRP designation is preferred
  • Experience working in a complex, high volume HR/LR department
  • Experience working in an unionized environment
  • Knowledge and understanding of collective agreements principles, time lines, hospital policies, rules, regulations and employment related legislation
  • Excellent communication skills – verbal, written and listening
  • Ability to work independently in the completion of assigned tasks
  • Ability to exercise judgment and initiative working within scope of authority
  • Attention to detail and ability to handle multiple responsibilities effectively
  • Ability to meet deadlines, established objectives with multiple interruptions
  • Planning, prioritization and organization skills to ensure tasks are completed
  • Ability to work well under pressure
  • Establish and maintain effective working relationships
  • Demonstrated ability to handle confidential/sensitive information
  • Demonstrated knowledge of MS Office (Word, Excel, Power Point) and HRIS systems
  • English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingual (French /English) is considered an asset.
