The Community Social Development Department (CSD) is seeking a highly motivated Homeless Initiatives Program Specialist to be a part of its dynamic team. This position reports to the Homeless Initiatives Supervisor and is responsible for overseeing the implementation of a client-centered system of care for people experiencing homelessness or those at risk of becoming homeless. This position supports the implementation of the City of Grande Prairie's Plan to End Homelessness through community engagement, accountability and transparency.
Homelessness is a complex issue that requires a high degree of collaboration with a multitude of stakeholders including municipal departments, other levels of government, non-profit service providers, the RCMP, the business sector and other community groups that represent the diverse population of Grande Prairie.
Main Responsibilities
To achieve outcomes related to ending homelessness, you will exercise independent judgement to:
  • Ensure fidelity to the Housing First philosophy through a comprehensive monitoring and feedback process to funded Service Providers
  • Provide education and awareness of homelessness and the public benefits derived from ending homelessness
  • Lead proactive community consultations and/or initiatives involving relevant stakeholders
  • Stay current on trends to identify needs/demand, best practices, and emerging approaches for municipal involvement in ending homelessness
  • Work collaboratively with community partners to implement the City of Grande Prairie's Plan to End Homelessness
  • Ensure Service Provider accountability to Housing First Standards of Practice
  • Build community capacity by coordinating training and organizational development opportunities for funded agencies and other stakeholders


As a member of an integrated Housing and Homelessness team, your qualifications will include:
  • Bachelor's degree in a related field (such as Social or Community Development, Public Policy). Diploma, with combined related experience considered
  • Two years minimum of progressively responsible experience, in one or more of the following areas: Affordable housing; Systems Planning to address homelessness; Community Development
  • In-depth knowledge and understanding of Housing First an asset
  • Ability to analyze complex and often non-routine issues and make timely decisions
  • Report writing skills
  • Demonstrated ability to build strategic networks, alliances, and partnerships and develop strong relationships in a collaborative and integrated manner
  • Strong conflict resolution and negotiation skills with experience solving complex and sensitive issues
  • Strong verbal communication and interpersonal skills, with ability to interact well with a diverse group of stakeholders
  • Excellent facilitation and presentation skills
  • Ability to work in areas of political sensitivity
  • Proficiency with computers including Word, Outlook, PowerPoint, Excel
