This position is full-time working for Local 1 Canada.

POSITION DESCRIPTION :

A vacancy exists for a position of Union Representative II. Reporting to a regional support manager, this position is for an individual to service the Local 1 Canada membership in the Ottawa region and surrounding areas, and/or as assigned. As a full time servicing agent of the Local conducting union business in organized units, the Union Representative is responsible for dealing with all aspects of labour relations and increasing member engagement in the union. The Union Representative II is responsible for representing members in assigned units through managing collective agreements, legislation and their relationship with their employer while ensuring members' best interests and advocating on their behalf. The incumbent is also responsible for identifying member leaders and coach and mentor them to become more self-sufficient unit as well as mobilizing them for political lobbying and community activism, for the purpose of improving their work conditions.

DUTIES AND RESPONSIBILITIES:

  • Plan, develop and execute initiatives to encourage member driven unit events, actions and campaigns to resolve unit issues.
  • Coach stewards to lead various meetings and support SEIU in early identification and resolution of unit issues.
  • Support SEIUs political strategies by recruiting member leaders and promoting and participating in political actions and events.
  • Develop and maintain productive relationships with internal and external stakeholders (employers, members, internal departments, OLRB, arbitrators etc.).
  • Facilitate and coordinate General Membership Meetings, Steward Meetings, Labour Management Meetings, Site Visits, and Departmental Meetings in assigned units.
  • Lead collective bargaining for assigned units while working with the Research Department in accordance, with established standards, procedures, and timelines.
  • Manage the grievance process, working toward early resolution in accordance with individual collective agreements and SEIU's grievance process.
  • Analyze and interpret complex contract and legislative language. Resolve issues within units through interpretation and enforcement of contract and related legislation.
  • Work in collaboration with administrative support to ensure unit files, unit events, negotiation files, records, reports and grievance collateral is entered in MDS.
  • Facilitate attendance management and return to work meetings in assigned units.
  • Ensure timely submission and preparation of detailed files for interest and rights arbitration.
  • Ensure required committees in assigned units have SEIU representation.
  • Complete and submit monthly unit status reports and monthly expense reports.
  • Ensure legal and other billing accurately reflects events as they occur, and are submitted per policy.
  • Manage and record expenses made during the course of regular business using a company credit card/gas card, in accordance with SEIU financial policies.
  • Other duties as assigned.

GENERAL REQUIREMENTS:

  • Ontario Secondary School Diploma (or equivalent) required.
  • Formal post-secondary education in a related field or equivalent workplace experience an asset
  • Minimum 3 years labour relations experience, preferably in a labour union environment.
  • Maintain valid driver's license and car.

SKILLS & COMPETENCIES REQUIRED:

  • Working knowledge of relevant legislation (ESA, OHRC, WSIA, OHSA, OLRA).
  • Ability to interpret collective agreement language and apply to specific situations.
  • Ability to bargain collective agreements and administer those agreements through their life cycle.
  • Ability to process grievances through referral to arbitration.
  • Ability to negotiate first and renewal collective agreements.
  • Proficient writing and verbal skills.
  • Proficient with Microsoft Office and MDS.
  • Strong interpersonal skills, excellent writing and verbal skills.
  • Strong analytical and critical thinking skills.
  • Strong conflict resolution skills and the ability to deal with tense situations.
  • Self-motivated and able to work independently with minimal supervision.
  • Time management skills.
  • Building and maintaining trust relationships with all stakeholders.

WORKING CONDITIONS/ENVIRONMENT:

  • Work evenings and weekends. Work hours will vary to meet the needs of the operation.
  • Motor vehicle travel for long distances and on a frequent basis.
  • Travel by air and across borders.
  • Exposure to medical, healthcare and office facilities.
  • Dealing with adversarial situations and difficult personalities on a regular basis.
  • Sustained concentration, frequent reading and writing.
  • Managing multiple priorities on a regular basis.

CRITERIA FOR EVALUATION:

The Union Representative will be evaluated based on an annual score card developed by Human Resources and the Director of the Member Service Centre.

Salary and other terms and conditions are in accordance with the field staff collective agreement. Please note that the Employer reserves the right to transfer, or assign staff anywhere within the Local 1 Canada jurisdiction.
